Merchants: Bind Affinity does not work in Ak'Anon

I ran into this issue while trying to bind in Neriak next to Nektulos zoneline. Same result after the bind spell was cast on me. I zoned out to Nektulos and my /char showed I was now bound in Neriak. So check your /char now after you zone.
