It is the player more then the class. The idea the monk shouldn't be is ignorant imo and I don't mean that as an insult, just the actual definition of the word.

This is actually pretty solid advice, druids can pulls really well with harmony. Teamed up with an sk or pally and there is nothing they can't split. At least in an outdoor zones anyways. Sometimes two pullers are better than one.

I prefer the tank not be the puller in experience groups because you can kill faster. If there's a bard or monk out pulling when the mob in the camp is at ~20%, you just kill faster. When the tank has to finish the mob, run out, grab another mob, come back... that just means killing a bit slower. It works fine, but always having a mob to kill in camp is the way I prefer it.

Chanters or Bards who can pull well are my favorites. Even as a monk, their pulls were typically faster (because they could bring them into kind of a CC cycle where the killing never stopped).

FD splitting is more of a patchwork maneuver and doesn't beat genuinely good CC except when CC isn't available (stuff that's immune to mez, etc).

It all depends upon the situation. I have pulled a lot as an enchanter and it was a non-stop XP killing machine. The DPS and tanks didn't have to stop so someone could go grab more mobs. Camp would be mob currently engaged, plus at least one ready on deck (mez'd, rooted and blurred). I've done this mainly in outdoor situations but have done so inside indoor zones as well. If I am not familiar with the zone or there are a lot of casters or adds, I'll leave pulling to the other classes which can handle the nukes or hits.
I've seen bards do an amazing job pulling as well as warriors, rangers, monks, shadow knights, etc. Most often I have found, that it's the quality of the player, not the class which shines brightest.

This.

I play an enchanter too and generally I like to pull mobs because I can arrange the CC that way, my groups usually don't complain, especially in CoM where there's always a mob at the group and usually 2-3 more CCd somewhere and on the way.

That being said it really depends on the situation and the group makeup. Learn what each class can do and when each of them can pull best.
