You are't quite putting two and two together are you? TR has been using their developer status to recreate a p1999-true copy of Veeshan's Peak to use to their advantage.

No other guild on the server has the access to create their own copy of VP on another server for practice purposes- because p1999 is closed-source.

It's always been said that Xzerion was abusing his developer status to further his own guild. I guess now the proof is right here in front of all our faces.
