Quakes kind of are. They simulate server repops due to SOE taking the server down for maintenance, which typically happened weekly.

That is not even close to the same thing. Maintenance has zero to do with quakes in P99.

Changing NPC behavior, chaining NPCs to their spawn spots, changing NPC pathing, reducing drop rates of items, changing items to 'NoDrop', reducing Quest turn-in experience, ...is also not Classic.

The list is endless in the changes from CLASSIC in P99.

This is like saying "the rich don't pay taxes, so we should create a new way to make them contribute" ... No! Taxes are fine, they work great. You don't need anything new ... you just need to fix the broken part (that the rich don't pay).

The guy who made this server was perfectly well aware of "the Sleeper problem" ... and many others too. He knew exactly what the fix was:

The solution to Sleeper isn't lipstick on a pig .. it's fresh servers on a periodic basis. We shouldn't ask for unclassic changes, we should ask why the staff lost their commitment to Classic EQ.
