The intention is revenue. That's why it comes with a one time purchase fee and a monthly subscription and an in-game cash shop. Because of the low up-front cost, the company will depend on recurring subscriptions to make the vast amount of it's projected revenue, which means it needs players to stick around.
I just don't see people sticking around for any meaningful length of time. EQL looks like a tourist-mode experience. You go in, you take a couple of pictures, you get some falafel, you go home.
Now, don't get me wrong, it's not going to flame out quite so soon. There is a very large player pool available, from all the current and past players of EQ who want to try something new as well as the regular crowd of new-MMO seekers who keep getting burned on the latest offerings. But for the individual player the tenure will be short.
