Happens to me as well with vanilla Titanium, and I am pretty sure this used to happen on live back in the day. Just speculation - the freezing on nearly-zero-health is probably client code to stop animations in preparation for the mob falling over dead. For me at least, if you leave a mob in that state long enough so it regens some health, it eventually starts animations again.
