Yes, that would result in 7 vulaks per week with rotations if it was true, but it's not. Vulak is a 7 day respawn and you'd have to batter down Rogean's door and hold up a printed screenshot of Luclin models like a cross to a vampire to get him to change that.

With weekly instances, assuming 7 guilds, that'd be 7 vulaks per week.
With rotations, there'd be 1 vulak per week, or 1 vulak every 7 weeks for each individual guild, which is way less than if it were simply a weekly resetting instance for each guild.

Yes, rotations on P99 would be slower if spawn timers didn't change. Each guild still gets the same amount of uncontested Vulaks per full rotation, whether it is 1 Vulak per week for each guild, or 1 Vulak per 7 weeks for each guild.

To keep things as simple as possible, just look at Plane of Sky on P99 today. It is already rotated. Every guild gets a fully repoped Plane of Sky to play with each week, minus the noble. No other guilds are in the zone. That is the same as each guild being able to create 1 sky instance per week that is open for X hours. I forgot offhand how many hours a sky rotation slot is.
