Hp of target low when first targeted

Think its a UI issie i do NOT use any custom or modded UI straight classic. Alot of people Ive talked to have the same issues. When you first target a PC the hp is around 30% then after a second fills to true HP. Any idea on how to help?

I think this was mentioned in early patch notes (2009?). I think it is working as expected.
