But even by his own account he was the one who made the mistake by doing the first turn-in as the buyer.
Pretty sure it could have been salvaged by having tucka giving the gold.

And if he saw an opportunity to scam saying "well you messed up son sorry" and didn't turn in ring yet they could have worked it out by getting another rapier.

I mean maybe GM had pity on this poor child's soul but very unlikely.

Fair point. You could've turned in the ring on Hyphy and then the gold on Tucka and OP would've received the boots.

Sounds like this is another example of whatever is going on with Hyphy mentally. He's pretty out there (no offense) so probably didn't have the mental fortitude to think "oh I could've given OP the gold to turn in also"

Sure, in theory...

But every time I've done this MQ almost the second the impatient, fleet-footed Hasten is brought to a stop the seller turns in their items. There's not a lot of time to chat after Hasten is hailed. A couple seconds at most to realize your mistake, type in chat and a very aware seller with his cursor hovering over the trade button to see the message and cancel. And it doesn't sound like that happened, from the guy's own description.

But I hope he got reimbursed regardless. Hypy whatever his name is a shady character and this is a newer player who just scraped up enough plat for jboots.

Also true. It's unclear what the exact sequence of events was. OP may have turned in the rapier and Hyphy, upon seeing Hasten stop, automatically turned in his items.

Although in that case, I thought the GMs usually view that as a messed up MQ and they won't reimburse for it. Perhaps the fact that OP is new and was mostly unaware about how this MQ (or MQs in general) work and the fact that Hyphy most likely (knowing who he is) did not provide clear guidance, made the GMs reimburse.

I mean, or they just actually got scammed and didn't communicate exactly what happened perfectly here but the adjudicator of the rules who has significantly better visibility into the exact events identified they should be reimbursed due to what actually happened.

I mean doesn't sound like a scam based on how OP wrote it. So I'm not going to go "oh yeah maybe he was scammed and just didn't tell us"
