A fresh server or deleting both green/blue and making a fresh server is only thing that might save p99 population but if not the stagnation will just continue to grow. It's not that p99 is bad or anything it's just the nature of a locked expansion era game.

Yeah, both servers are not classic EQ at this point because of the fact that everyone is incredibly geared (myself included), and the economy is really weird. I still play P99 and enjoy it, but it doesn't scratch that itch I got while playing on P99 Green when it was a new / fresh server. During early P99 I remember being in a Fireplace group late at night. Full group. We couldn't kill every mob in our camp before respawn happened. Currently I can solo the entire FP on a character of similar level with minimal effort.
It's just not the same. I think most EQ vets know what I mean if they are honest with themselves. The hardcore nature is what draws us to this type of game. If I wanted something casual I would just go play WoW. And yeah, I know I can just solo and not twink (and I do solo a lot; none of my characters are twinks, but items are dirt cheap). And the second you join a group, even if you aren't twinked, everyone else is in your group is wearing raid loot + fully buffed by level 60 Druids / Encs and chain pulling entire camps with no need for CC. It just trivializes the entire experience. And even if someone dies, don't worry, there's a level 60 Cleric parked nearby. Just an extremely low risk, low skill game in it's current state.
And it's just not as fun for me. Solo'ing tough camps as an Enchanter is still challenging and fun, but even that isn't rewarding. Woo-hoo, I just solo'd a tough camp for an item I can't even sell, and don't need, and will end up having to vendor because I don't have room in my bank for it.
On a fresh server these same items would at least sell or there would be other players in the zone to be like woo-hoo! Go you! Meanwhile you type /who and confirm you're still the only player in the zone. And have been for hours.
Once you take the reward out of a challenging camp the challenge feels dumb because you could be getting better exp / raw plat doing much easier camps. Basically AFK watching Youtube.
Edit: I think what I need to do is start another character, untwinked, to kind of get that feeling again. No inspiration to even do this on Green because I feel like it's even more annoying than Blue ATM. At least on Blue you get to have the privilege of everything NOT being camped around the clock.
