The higher the negative the more like the spell is to land. Essentially you are taking the targets native resist number, subtracting the number associated with the spell and then running a resist check against that reduced number.
So for raid mobs casters are generally using either unresistable or the negative resist spells to have a greater likelihood of landing on mobs. Now not all resists are equal. So for example on a fire dragon using a -300 fire spell may not be any better than a -0 ice spell if the mob has fire resist natively that's much higher.
