Your new phone / ISP is blocking non-standard ports. You need 5998 to be allowed as well. You can verify this by trying your old SIM if it's still active/works in your new device, or use someone else's service temporarily. Usually it's the resellers, like cricket or uh cleartalk or w/e they're called, and not the actual providers like Verizon, AT&T or whatever (assuming US) that only allow basic stuff. I think it's to prevent people from using their cheap plans for hosting FTP sites or Plex servers or something. A call to your new provider's support may resolve it.
