Imo gear belongs on alts.
“VeLioUs wAs BeAtEn iN kuNarK geAr!” So it doesn’t help a toon which has already completed everything it is going to do, but it does help a toon which still has a variety of adventures ahead.

BUUUUTTT there are cases where the twink gear sits on a toon that is never played, by someone with a large DKP bankroll, who shows up once every draft to break off a chunk of their DKP bank. And it's always a monk twink, and the monk twink is never useful on raids. There is 0 return in investment to the guild to get gear for the player who doesn't contribute to raids, except for being present. Not talking about OP - but others I have seen. but there does come a point with a monk, while levelling, where its diminishing returns on upgrades. you can only have so much haste, so much attack per level. monk damage mitigation is OP AF, especially on mobs like LDC in Sol B. i was in black pantherskin wrecking those at level 55.

From a guild standpoint, having all your gear go to non-raider toons is not super useful unless all your raiders are already decked out or the encounters are trivial.

Monk was always my plan to be a main, you literally cant bring a druid to many raid events, who wants to waste DKP on that? I kind of gave up guessing the 50/50 on when druid is not going to be shamed to play on raids, not that I play all that much or was ever that useful as a raider except CH bot.
Furthermore...I'd almost say outside of main tanks DKP is basically play money, since 90% of the time you are encouraged to play bots.

I was never a fan of the system of calling people out mid raid and commanding them to swap to a "more useful" character or a bot. Let people play what they want - especially people who are more casual. It's pretty foolish to assume people will be happy to leave the character they spent dozens of hours of grinding exp to get to raid level - to then swap to a toon they have absolutely 0 commitment or attachment to, so that people with large DKP banks can get their 11th BiS item. My response was always to just log out and do something else. I play EQ for fun - I have a job that pays my bills - where I have responsibilities to a larger system - but many hardcore raiders treat P99 as if it was a job.. A job that they sink countless hours into and don't get any type of real-world gains from. As a matter of fact, I once had a well-known raid leader tell me "people put 8 hours a day into this job" talking about levelling bots, etc. My response, "this is a game, bro."

Few guilds “demand” people to swap. They should, but they don’t.
Not many people are self aware enough for realize if there in an excess of their class at a raid where the effect isn’t cumulative. Even less are humble enough to realize when they aren’t the most skilled, best geared, and/or hardest working of that class. It’s why you get 10 shamans at AoW, or a dozen Knights in ToV that won’t volunteer to tank trash. If you are going to warmbody, play a bot. Or level a class you can chill out on and still actually contribute.
