There's one for each starting city (including Kelethin), one (or more) for your class, one for places to solo and one for where to find groups ... and that's just the guide pages! I see the heroes journey server has a large number of players but I think that has the homogenized starting zone in the mine, right? Or am I incorrect there?

You're looking for Project Quarm (started by a former P99 contributor named Secrets). It doesn't have everything Project 1999 has (eg. single-boxing, more classic rules), but if you want to go to Luclin and beyond it's your best bet.
