That patch came about after Brad McQuaid himself was talking to the staff here right? He said he didn't think it was right that a level 1 rogue could wield an epic weapon.

All in an aside while promoting Pantheon many years ago.

Not sure when it came about exactly, but I remember my friend quitting p99 about 3 years ago because he AFKd on his level 13 epic rogue and got killed in Oasis - and quit because "Now I have to get back to level 46 to equip the epic"

Even though the worn effect didn't take hold until level 46, you still got the stat bonus.
