An iksar tomb raider potentially not spawning

an iksar tomb raider for the Large Tassel Bookmark quest doesn't appear to be popping.

I spent an age clearing mobs up on the cliff and saw him spawn 0 times.

found a wandering mob called an iksar tomb raider......blue to a 40 but double attacks for 70 - 80 range and took me down to 40 hp before I fled for my life and this was after I mana dumped 700 points of DD careless lightning on it...I am a ranger btw....sucker is tough

Yeah, this is another one of those classic subquests for non-classic kunark quests that they got around to fixing in later expansions.
