(But that technically leaves open the possibility of other "hardware macros" that don't create multiple inputs for one keystroke.)
Back to the OP, the main thing I'd recommend is using "modifier keys" (e.g., having buttons for SHIFT, ALT, etc.) to open up a lot more options.
Depending on your software (I don't know Xpadder), you may be able to create your own "modifier keys". For instance, you could make it so that if you press B normally, it triggers "1", but if you hold A while pressing B, it instead triggers "7".
