I know you would blame me for parking my car in my own town, but I would argue it's what you've done to my town.

Look, if everyone you know starts getting their car stolen, that's not their fault: it's a systemic issue (eg. a law politicians passed).

But if most people aren't getting their car stolen, and one person has their's taken twenty times, no one with any intellectual rigor would pretend those twenty have nothing to do with each other.

It is the fault of the car thief every time. Normal people do not look at an unlocked car with the keys in the ignition and decide to steal it. Only crazy people or people in extreme desperation do that.

Yes, that's true. But again, when everyone else doesnt get "mass bullied" (and I'm having to bite my tongue to even write that in the context of DSM), and one kid gets "bullied" everywhere they go ... not just to school and after school activities, but on the bus or even just walking down the street ... that's not normal bullying.

Something like that would only make sense if (say) the kid was flicking the earlobes of everyone he passed by. Now maybe the kid's only doing that because he's abused at home and needs some love: I'm not saying he's actually to blame in any kind of moral sense ... but he is clearly the common denominator responsible for the pattern.
