Honestly with Quarm gone if they would just merge Blue and Green I would be pretty happy. The player-base is already super niche and small; once you start splitting it up it starts to feel really tiny.
This is starting to become a huge problem even with WoW. I currently have like 12 different real-life friends who actively play WoW, but none of them are playing the same version of WoW so we can't even play together and it's making the game feel dead.

The problem with p99 and Everquest as a whole at this point is it was never designed to be this top heavy. Instances are basically required or it becomes an overly saturated game of attrition. There is definitely a sweet spot of instances and open world competition which no server has managed to grasp yet.
The great thing about p99 is it forces players to engage with the content completely through scarcity but it does so at the expense of an extremely boring and unhealthy raid scene.
The great thing Quarm does is it gives players the ability to engage in the raid scene casually but at the expense of making all non-raid content irrelevant. It could partially fix this by removing level requirements imo.
