Default Any idea?

While in TOFS a ghostly scholar was able to use beguile (max charm level 37) on a pet summoned with vocarate air (minimum pet level 41) which was at max level. Given how spells are supposed to work this should have been impossible.

Mobs don't play by the same rules. Those scholars can charm level 60 water pets too.

This is correct (NPCs don't follow spell restrictions). In fact Wuoshi in WL charmed folks on live with druid charm (and even had a druid bear pet)
