I mean, "just let everyone sort it out" is an option, but ... per https://wordcounter.net/website-word-count there are literally more than ten thousand words on the raid FAQ alone.
Imagine if StarCraft players, or Half-life players, or players of any other game, had to read 10k words just to start to know how to not break the rules. This has nothing to do with P99: when the only way to know the rules is to read a damn encyclopedia ... in any game ... you're going to have a lot of rules breaking. Couldn't there be something in-between ten thousand words and "lets just throw the whole book out?" Wouldn't a short, simple, clear set of rules be easier for everyone to follow?
