I leveled 55-60 in Chardok on my Druid and grouped plenty. It was a great time, actually

I will tell you why.

1. The items that don't have no drop on them have been farmed to the point they are dirt cheap.

2. Before the population was slightly lower Chardok was ruined for groups from chanters, necros and druids charm farming.

3. The bridge always get trained from failed charms or prepping it all

4. Left over pets there have dual weapons making some sharp damage if an accidental pull or multiple mobs with dual weapons aren't fun to deal with.

But this is almost all true of seb too. Chanters, at least, have been farming every dungeon in the game for sellable droppables since forever. Doesn't stop groups from competing with them in all the other dungeons.

Dual wielding mobs are immediately neutered by any shaman slow or even chanter slow. That's not really a big deal.

I think it's mainly the layout of the zone itself. Getting deep in and then losing a group member is a bigger pita than in other dungeons, like strongNpretty said.
