But all other factors aren't equal. First off, people don't distribute themselves among all dungeons equally: they cluster at the most popular dungeons. But more importantly, there's the other half of my post.

Sololing is far more prevalent on P99 than it was on live, and every soloer is one less LFG person. This is true for a lot of reasons: the aforementioned unclassic P99 rules, the vastly increased player knowledge ... even the superior internet connections of 2024 (in '99 even solo classes joined groups, just so someone would keep them alive if they got disconnected!)

I'd guesstimate soloing on P99 is twice as popular, which means we really have the grouping population of a server half our size (ie. roughly 1/4 of live).
