Are you trying to implement this as a rule change or just your own urn group? I think it's perfectly solid rules for your own group and falls within the official rules as well. But if trying to force the other guilds and groups onto it seems might be hard to do.

No rule change, simply gauging interest in a server wide open group that follows the same precedent as blue's URN system.
