Miscellaneous: Servers have consistent packet loss

Looks like most zones are impacted, but there is a significant difference between WC and TOV. WC may lose a packet once every 15-30 sec, where TOV may be every few seconds

This didn't used to be a problem which is why it needs to be investigated
