spell effects are on but cannot see them

also last thing after toying with deleting all kinds of stuff and re-adding files and still having exact same issue i noticed that I have loading screen sound, environment sounds, combat music. literally everything is as it should be except I also get NO sound when casting spells and no particle effects.
