I believe your discrepancy is related to the XP chart and not so much Perma's ZEM. Here's a thread about level 55+ exp requirements with replies disputing info on the wiki. I found a ZEM of 100+ using your % / kill against the chart linked in the replies.

Thanks for this! I ran my numbers through these required exp numbers for level 55 and it made much more sense. Still, ZEM got nerfed huge in perma it seems, because with 100 ZEM, it's approx 0.4% per mob. It was well higher than that before the ZEM shuffle, but I thought it was only reduced 15% or so.
