by your logic, someone wouldnt need to sit at SF. they could just log in at spawn time, kill the pop and cuck someone that just sat the last 17 hours camping because they assumed the camp was open when no one was there

If nobody is at camp when you show up, you can claim it if you can clear it. I don't petition for stuff like this, instead I log off or find something else to do. There's also no way to prove who was or wasn't in zone, as far as I know. Either way, I think players should have some reasoning skills to say, "Oh this person must have been clearing the camp. I'll leave them to it." And not pull out the PnP guide book and start LawyerQuesting over time-locked content that isn't going anywhere.
