The show was struggling so they decided to bring on a new character. Jeri Ryan was cast as 7 of 9. She was married to Jack Ryan, who was the Republican candidate for the Illinois Senate seat, but then started a relationship with the producer of Voyager and eventually filed for divorce. During the divorce process, some very embarrassing details about Jack Ryan's personal life became public. This caused him to suddenly tank in the polls, and handed an easy victory to Obama on election day.
