Upon starting the EQEMULauncher, I get:

I have rebooted the PC, to no avail.

I am not familiar with an EQEMULauncher, I launch the game using the .exe in the EverQuest folder. Did you try launching it from the .exe? You need to change the shortcut target before you do so.
