It's when story stopped being centered around Norrarh, and switches focus to Luclin, essentially rendering old-world content obsolete, with very few item exceptions.

Well, in Verant's defense, they tried making a Norath-focused expansion, with items that didn't disrupt existing content, in-between Luclin and PoP:
