No it isn't. It's playing the game as intended, as the developers designed it. It's no different from playing Hearthstone and hoping for a good topdeck. It's gambling when you roll dice (or some similar random event) to see whether you win or lose money. Camping a mob is not gambling by any reasonable interpretation of the word.

It kinda is though, via random-ratio operant conditioning. Both situations have you knowingly rolling a random outcome (killing mob for specific loot) that you intellectually know is stacked against you but feels all the more emotionally rewarding for being a lucky find
