PVP doesn't work that way. When people fuck in a PUG or are known tards, they will be PK'd.

There will be griefers that don't give a fuck... it doesn't work the way it does on blue. I can't imagine a random group of people forming together to XP, especially with the type of people we deal with.

An anti PK guild on P99 will be destroyed very quickly, mark my words. If there is one, I'll play just to grief them. I can think of a handful of others that would do that same. The true bluebies won't last.

You also haven't come up with a solution to my question.... if the server has been out for a weeks or even a few months, what does a total newbie do with no gear that doesn't play a solo class. The population would have to be 200+ minimum for this to work and I still don't see that new person with no groups to level with lasting long with horrible XP and immediate grief upon the appropriate level.

I don't see the issue with 2 boxing, anyone can level this way and it it puts them at a disadvantage in PvP. The best PvPer is going to run around with full buffs anyway...
Generally, you can figure out what the average time it takes to hit the max level is, and figure that between 1 and 2 months after that people will start rolling new characters. There of course is the few that play several along the way, but the problem you describe persists. No boxing = no way for a non-solo class to level up during the spaces between alts and rerolls.

P99 solved this problem with a large enough population that at any given moment, there are a number of characters in each level range, and even with 700+ at times, it's hard to find a group as certain classes.

I dont like boxing for the most part, especially on pvp servers, but it is 1 way to solve this common issue when population suffers. Does it solve more problems than it creates? I'm not so sure.
