The lore seems a bit controversial on this. Character creation is explicit half elves are wood elf + human, but there are so many hints for other race combos (tunare paladins in felwith, dark elf armour, warriors of justice suggesting barby parents).

Choosing warrior does allow half elves to worship Innoruuk; strangely, rogue half elves don't have that option. But even warriors can't start in Neriak, which suggests they have no direct ties to the race. Fair amount of ambiguity though. Who knows.
