Is there any explanation for why Halfling guards were nerfed?

I’m in favor of nerfing lazy plat grind mobs like this that should never be hunted. They should have way too much hP for their level. I don’t like the newbie experience being wack with slaughtered guards it ain’t right.

They should un nerf rathe mountain hill giants though. And add a npc casino for plat consuming which is out of era but classic.
