The fix that finally worked:I think it was the combination of the nvidia control panel forcing the nvidia gpu to be used, as well as disabling compatibility mode for the application.
the only reason i even noticed i had a problem was because i started streaming again these symptoms occurred
the bolded step fixed the issue for me on Windows 11
