They were already working on that in 1960! Turns out by surrounding themselves with conductive materials, hardening their electrical systems, and not loitering in the areas of highest activity they would actually obtain more overall exposure from their time spent outside the belts - here's an interesting pdf that has tons of detail about the dosimeters used, average exposure of each mission, and the rules for what to do in the events of various solar events during the mission(s).

The Van Allen belts are a collection of charged particles, gathered in place by Earth’s magnetic field. They can wax and wane in response to incoming energy from the sun, sometimes swelling up enough to expose satellites in low-Earth orbit to damaging radiation. The discovery of the drain that acts as a barrier within the belts was made using NASA's Van Allen Probes, launched in August 2012 to study the region. If Americans did in fact live on the moon for a short while there would have been at least one american school shooting and anti-american terrorist attack on the moon while they were up there. One of the 'astronauts' would report being raped 20 years earlier. Another would say sorry for something he said 13 years earlier which the mass media had recently discovered and told everybody about. There would be at least one team splitting feud over who spilt the milk at lunch time with everything turning into a soap opera and people taking sides.
