Or a little scrutiny on the parents. How many mass murderers were from either the foster system or single parent households? How many were abused or neglected? From the crime documentaries I watch, a hell of a lot of serial killers were, dunno about mass murderers

Totally agree, I was trying to come up with something that is more feasible than forcing bad parents to be good parents.
