No. Torpor is much more powerful than any Druid healing spell. Clerics heals are the ones that beat Torpor.
Torpor is 1200 over time, Nature's Touch is 880 instantly. NT has no penalties, Torpor kills your movement speed and your melee DPS while it's active.

I guess if we're talking about mana efficiency then Torpor wins easily, but Nature's Touch by comparison doesn't seem bad.
