"Classic" times, this would happen at ~3am EST during the week off memory, when server populations were at their lowest...

Now, quakes happen around "prime" time, and typically on weekends because that results in a better play experience for the ESTers. Both at the time, and also on the 7 day respawns (respawns would happen the following weekend).

Aussie time zone here, I also miss out on a lot.
You're only counting expected server downtime. In 1999 random server downtime was much more frequent
