You are right about how it was on P99, but I have a feeling that the update to 28 max is accurate. I could have sworn on live my pally was hitting for much less than 40 during his teens, and 28 definitely rings a bell. It wasn't until after level 20 that i started breaking 40. However, this was with a Messenger of the Queen.. so occurred during velious era.

On Live, it worked like this:

1-9: 20 damage
10-19: 30 damage
20-29: 40 damage
30+: no damage cap

it might have been +1 like homeboy said.
