The Russian strategic doctrine is a first nuclear strike. That's common knowledge. During a conventional conflict they will launch a nuclear weapon against an enemy troop concentration, minimizing civilian casualties. Then they will announce that any response will result in global thermonuclear war. The other side now has a choice, back down or everyone dies. It's classic nuclear gamesmanship.

Hackett's The Third World War (1985) posits a similar scenario, however in this one the NATO forces respond with a single nuclear strike as well, and this causes the Russian regime to fall for some reason. It's wishful thinking then, and it's just infantile fantasy now.
