Sweet gear for your 40s! I got into the upper 50s on waaaaay worse gear than that.

I realize this isn't what you asked, but I'd consider just grinding up toward 60 and joining a guild that does HOT. I don't feel like it's practical to buy those things when most guilds can/do farm them.

Just my two cents of course! Everyone should play the way they find fun!
