Quest Issue: Grim Tiger's Revenge

This needs to be rewritten.

The way it works right now is you are required to be a monk class to even get a reply; that is not correct.

I'm also not sure Grim or his PHs should be on a day/night cycle.

Additionally, it is my understanding Grim wasn't even added until 11/99. Were the PHs (Tallyn Starwatch, Brollus Hoost) present before then?

Leaving this up for research. Will revisit.
