If there are people in the future with a similar issue:
The solution (for me) was removing the following entry in my eqclient.ini config file:

HardwareTnL=FALSE

Apparently, this command tells the game to not use the Hardware Transform and Lighting features of the video card. This entry is NOT included in the "original download" package of Project 1999, so it must have been added later, probably by myself when trying to solve some screen tearing issues 3 years ago.
