Hotbar Fix

Also disappointed in no hotbar fix, but I can't even get the game to run without many, many crashes. Pretty much can't play. I'm on just a standard windows 10 build. I'm on a laptop though. That might have something to do with it but I can't figure it out.

Running eqgame.exe in compatibility mode for Windows XP SP3 tends to reduce, but not eliminate, crashes.
