Suspect this word means different things in different regions. My old man, in his own youth, him and his buddies were the dudes who'd go out and bust up folks who ran afoul of the local racket. To him, "punks" were the craven snots who'd snitch to the cops or talk a big game then flee at the first sign of trouble, or who wouldn't get in a fight except from safety and at no personal risk, like kicking a dude who was already down. It was a severe insult to someone from his background. Stuff like the popularity of "punk rock" during the 80's seemed to water down that particular insult.
