Usury was illegal for most of humanity history because our elder understood the basic principle that if I lend you a gold piece, and you need to give me two back, you will necessarily have to take it from someone else, just to give back and thus, there was incentive to prevent you from repaying.

They also implemented a vey heavy tax on what you currently owned but the trick was to share a lot of your wealth to not be taxed.
So poor and rich could mingle without much animosity.

Because as Plato wisely observed, if you protect private property, you protect those who have against those who don't. Thus the best defense against envy, is to share the wealth.

But these dudes were dumb.
And so am I.
