With a little work Akanon is relatively safe.

Qeynos has its evil underground and once you have invis you're gtg rly. Very few city npcs will see invis. I think one occasionally patrols Qeynos docks.

When I got 30 - 35 I would just flop behind the bankers in hhk.

Just make sure you carry extra food and u can just loot light items and gems since you aren't grping with ppl.

Bind at a druid. Or bind at the merchant/ banker in RE. And prey on the halflings, guards, bards, and generally anything that cons blue u can fear, mez and FD slpit to avoid casting. That plus engulfing or dooming darkness are where it's at, plus lich and a lifetap, and u will endlessly fill up on loot faster and faster which is arguably where the game progresses the most when you get 200k of gear after a year of randomly murdering the good guys then you are so powerful you can make or do whatever you want. Buy puppet strings and make enchanters envious, whatever.
