As someone who contributed a great deal to the Magician page on the wiki I can tell you that those numbers were taken from p99 and are not meant to be a statement on what was #Classic.
If the devs found evidence that those numbers were wrong and have patched in the appropriate amounts, then it is not a bug.
That said, I'd be curious to see what that evidence is...
